VACANCY ANNOUNCEMENT

The Northern Development Authority (NDA) was established under the Northern Development Authority Act 2017 (Act 963) to provide a framework for the accelerated economic and social development of the Northern Zone. The NDA also serves as an agency for the implementation of the Infrastructure for Poverty Eradication programme (IPEP).


The objects of NDA are to accelerate economic and social development in the NDA zone through strategic direction in the planning & prioritization of development projects; mobilize public resources including financial resources and private public investments for the accelerated economic and social development of the Northern zone; coordinate development activities in the Northern Zone with the aim of ensuring that i. public resources are effectively utilized, and ii. private sector investments achieve maximum development impacts to reduce poverty and deprivation iii. formulate and implement initiatives towards achieving gender equality and empowerment of vulnerable groups in the Northern Zone;


To fulfill its mandate, the Northern Development Authority (NDA) seeks to hire qualified Ghanaians who are highly motivated, dynamic, results-oriented with good leadership qualities and strong work ethics to fill the following positions at the regional levels.

1.PRINCIPAL OFFICER (Zonal Coordinator)

REPORTS TO: TBC

LOCATION: REGION

JOB PURPOSE

To provide leadership, technical andoperational support for effective and efficient performance of the functions of the Regional Office.

KEY RESPONSIBILITIES


1. Coordinates the development of an integrated regional work plans and budgets for the 3 core areas of NDA’s operations – economic development, social development, planning/monitoring and evaluation and resource mobilization;
2. Monitors staff performance in the implementation of the work plans;
3. Coordinates/facilitates the design and implementation of NDA’s programmes in the region;
4. Leads in the monitoring of NDA/central government projects and programmes in region;
5. Engages stakeholder in the promotion of development in the region;
6. Coordinates the preparation of regional project/programme monitoring reports.

QUALIFICATION AND EXPERIENCE

  • - A minimum of a Master’s Degree from an accredited tertiary institution in any of the following fields:planning, economics, sociology or any other related field;
  1. - A minimum of six (6) years post-bachelor’s relevant work experience, two (2) years of which must be in a Senior Management position in a reputable institution;
  2. - Membership with a relevant professional body is an advantage.

    2. SENIOR OFFICER , ECONOMICDEVELOPMENT

    REPORTS TO: PRINCIPAL OFFICER

    JOB PURPOSE

    To provide tactical and operational support for effective and efficient performance of the functions of the Economic Development Unit in the Region.

    KEY RESPONSIBILITIES

    • 1. Participates in the assessment of the agricultural potential of the region;
    • 2. Participates in the preparations of agricultural development strategies;
    • 3. Identifies/conducts economic or financial analysis of projects;
    • 4. Develops profile of potential private sector opportunities in the region;
    • 5. Develops/maintains a data base of private sector business/ventures in the region;
    • 6. Facilitates the implementations of national/regional programmes in agricultural and private sector development;
    • 7. Coordinates the identifications of infrastructural needs of the region;
    • 8. Creates/maintains an electronic data base on economic and private sector development activities in the region;
    • 9. Prepares progress reports.

    QUALIFICATION AND EXPERIENCE

    - A minimum of a Master’s Degree from an accredited tertiary institution in any of the following fields: Agriculture; Natural Resource; Management; Business administration or any other related field;

    - A minimum of four (4) years post-bachelor’s relevant work experience, one (1) year of which must be in a reputable institution;

    - Membership of a relevant professional body is an advantage.

    3.SENIOR OFFICER, SOCIAL DEVELOPMENT

    REPORTS TO: PRINCIPAL OFFICER

    JOB PURPOSE

    To provide tactical and operational support for effective and efficient performance of the functions of the Social Development Unit in the Region.

    KEY RESPONSIBILITIES

    • 1. Participates in the developments of social capital/protection and gender strategy for the region;
    • 2. Facilitates the processes for the development of social capital in the region;
    • 3. Identifies/conducts social impact analysis of programmes and projects;
    • 4. Develops/implement mechanisms for engagement of NGOs/communities for the design/implementation of social protection and gender programmes;
    • 5. Develops/maintains a data base of social protection, social capital and gender initiatives and outcomes in the region;
    • 6. Facilitates the implementations of national/regional programmes;
    • 7. Prepare progress reports.

    QUALIFICATION AND EXPERIENCE

    - A minimum of a Master’s Degree from an accredited tertiary institution in any of the following fields: Sociology, Social Psychology, Social Development or any other related field;

    - A minimum of four (4) years post-bachelor’s relevant work experience, one (1) year of which must be in a reputable institution;

    - Membership of a relevant professional body is an advantage.

    - Knowledge of social protection policies and Laws;

    - Skills in targeting development approach;

    - Social policy action research development and analytical Skills;

    - Multi-stakeholder coordination and Disability planning and Social accountability;

    - Knowledge of relevant ICT applications(Excel, Word, PowerPoint, etc.);

    • - Proposal writing, Negotiating, Diplomacy and Lobbying;

    4.SENIOR OFFICER, PLANNING, MONITORING / EVALUATION AND RESOURCE MOBILIZATION

    JOB PURPOSE

    To provide tactical and operational support for effective and efficient performance of the functions of the Planning, Monitoring. Evaluation and Resource Mobilization Unit in the Region.

    KEY RESPONSIBILITIES

    • 1. Participates in the preparation of regional development plans;
    • 2. Collects planning data/information from district assembles;
    • 3. Monitors programmes and projects in the region funded by the central government or NDA;
    • 4. Identifies potential sources of funds at the regional level to finance development;
    • 5. Creates/maintains a platform for sharing development ideas in the region;
    • 6. Maintains a roster of development partners at the grassroots in the region;
    • 7. Prepares monitoring and evaluation reports;
    • 8. Creates/maintains an electronic planning data base.

    QUALIFICATION AND EXPERIENCE

    - Membership of a relevant Professional body is an advantage.

    To provide operational support for the effective and efficient performance of the functions of the Economic Development Unit in the Region.

    KEY RESPONSIBILITIES

    1. Supports the assessment of agricultural potential of the region;

    To provide operational support for effective and efficient performance of the functions of the Social Development Unit in the Region.

    KEY RESPONSIBILITIES

    • 1. Supports the development of social capital/protection and gender strategy for the region;.
    • 2. Supports the facilitation processes of developing social capital in the region;
    • 3. Participates in Identifying/conducting social impact analysis of programmes and projects;
    • 4. Supports the development/implementation of mechanisms for engagement of NGO’s/communities in the design/implementation of social protection and gender programmes;

    JOB PURPOSE

    To provide operational support for the effective and efficient performance of the administrative functions of the Regional Office.

    REPORTS TO: PRINCIPAL OFFICER

    LOCATION: REGION

    KEY RESPONSIBILITIES

    1.Keeps office records;

    2.Provides front desk services to clients;

    3.Ensures office supplies and cleanliness;

    4.Makes appointments for staff;

    5.Keeps revenue and expenditure ledger;

    6.Makes transport arrangements for staff;

    7.Supervises drivers/office assistants;

    8.Manages the mailing system.

    QUALIFICATION AND EXPERIENCE

    • - A minimum of a Higher National Diploma/Diploma from an accredited tertiary institution in any of the following fields: Public Administration, Business - Administration Records Management, Archival Studies or any other related field;
    • - A minimum of three (3) years post qualification relevant work experience in a reputable organization;
